NEW CONTRACTS FOR WOMEN? PSHAW.

Under new rules that the Small Business Administration is set to adopt, women-owned small businesses would be given the same preferences in bidding for federal contracts that are available to businesses considered to be disadvantaged. The rules would apply to contracts worth less than $3 million and would allow agencies to restrict competition for such contracts to businesses owned primarily by women.

The proposed rules would allow agencies to restrict competition for contracts worth less than $3 million to qualified women-owned companies. Under existing rules, women-owned businesses must also qualify under other programs for disadvantaged businesses.

The Women-Owned Small Business Federal Contract Assistance Program gives agencies a powerful new tool to reach a congressionally mandated target to award 5 percent of all contracting dollars to women-owned companies.

All of this sounds truly dandy, but we have real reservations that it will do any good whatsoever. The federal government has had guidelines in place for many years to reach a 5% thresh hold on contracts to women-owned businesses. Five lousy percent. Well over fifty percent of the businesses in the US are owned by women, and the government has yet to award 5% of its contracts to women.

And there isn't a single thing in this proposed legislation that is going to make them do it now.
