Hi how do i write a proposal for a government grant to open a small business like a cyber cafe.

You might also want to consider putting a cafe into a large corporate building. Sometimes one of the big companies will sponsor a cafe so they can offer coffee and lunch to their employees without having to go off site. If you can't get a full grant to do it, you might at least be able to get free rent, and that's a big expense in this type of business.
