Can a large company in a Mentor Protege Agreement joint in a JV with the small MPP and submit a contract proposal with the JV size affiliation categorized as a small business?

It is a way for a real win-win situation: the small company learns the ropes of government contracting, and the big company gets an advantage in the bidding process. However, I know well that these rules change often, so please talk with someone at your local Small Business Development Center to ensure that this really is still the rule. Although it would seem silly for the government to change the modus operandum, sillier things have happened. I expect that one major caveat would be that the protege company would have to be a co-bidder, not just a supplier. But do go for it!
