~ Health department regulations

Hotels are a complex business, whether they are big or small. If they are big, there are pros to deal with a lot of the issues; is they are small, YOU are the pro for everything.

I would suggest that you take a look at Basic Business Plan. Although this is a plan for financing a business, the ebook linking to 100's of business plans is included in the package. There are several links to B&B inns and hotels that may be helpful to you. It will at lease give you an idea of what others consider when they set out to create a hotel business plan.
